An economical (less then 6k) program launcher commodity, that
adds items to the workbench Tools menu.

Tools can be launched with workbench or cli environments.

Any selected icons can be passed as arguments to the launched
program, or the program can be launched once for each icon.

Includes a comfortable prefs program, installer script, and a
sample tools list.
