Based on Jan van der Baard's Bump. This software adjusts the ver and
rev numbers of your $VER: string as per the Style Guide. However the
date is output in the European format of yyyy.mm.dd so that the date
is always sorted and note that the year includes the century. Both
options are configurable via flags to the command line.

Bump version 2.4, adjusts the version number according to the format suggested
in the C= style manual. This version is based on Jan van den Baard' s Bump
(which had some of the easiest code to convert I've ever seen). This program
has the following added options:
USADATE : Bump now outputs the date in European format (yyyy.mm.dd) which
is always a sorted date. This switch reverts to the style guide
idiocy of dd.mm.yy (ludicrous).
NOCENT : Bump now always outputs yyyy as the year instead of yy alone.
This is another craziness of the style guide (like having the
<name>.<port_instance> as the ARexx port name when EVERYONE who
uses ARexx knows that the '.' is used as a stem separator in Rexx.
Oh well! What can we do; its an imperfect world. Anyway this
option will override the new format and output the date as yy only.
