What is the purpose of this utility:
Starting with Os 3.1.4, exec V46 reserves the low 16K of ChipRam for
operating system purposes. In particular, MAC emulators require this
memory, and previous utilities to keep this memory area free of Os
structures required deep knowledge of the exec coldstart mechanism and
may have failed with upgraded Os variants. Hence, starting from Os
3.1.4 on, exec keeps the Os out of this area.
This has the drawback that less chip memory remains available for a
handfull of critical programs that require as much ChipRam as
possible. Luckily, exec V46 comes with a mechanism to release this
memory.
Or, to put it short: MoveLow is MuMove4K backwards, just without
the hacky part.
The exec.library version that comes with Os 3.9 will also reserve the
lowest 16K for emulator purposes. It is, however, not compatible to
MoveLow.

Installation:
Just this utility into your C: folder, and execute it if needed,
potentially in your startup sequence. It will trigger a reboot
itself.
