This little program is based on dcf 2.7 by Martin Horneffer. It reads the
atomic time from a DCF-77 module connected to the joystick port. I made
the following changes:
- adaption to different clock rates
- write the environment variable TZ in UNIX style
- write to battery backup clock, too
- changes for year 2000
