RINFO creates INFO files starting at the directory which is the first
argument. It can create INFO files up to a specified depth and create files
for non-directory file types. It defaults to using SYS:System for directory
types and SYS:Prefs (tool type: Project, default tool: SYS:Utilities/notepad)
for non-directory types.
